I seriously don't think that girl's hair is permed at all. It looks exactly like hair that has been set in hot rollers, or even large rollers and dried with them in. See how halfway down the curl is big and loose and bouncy but smooth? A perm wouldn't give you that effect at all. Try the hot rollers or reg. rollers before doing anything drastic with perm chemicals etc. After using the hot rollers, don't brush your hair out, but gently separate and loosen the curls with your fingers and you will get that loose wave look.

Im wondering the same thing, but the actual name for it is a spiral perm.

A loose perm is like a strsaightening perm, like I have, it makes your hair straight straight straight (you could nearly stab someone with them)

But no, it would never be as perfect as her curls. The point of a perm, is that you can just make a few touch ups, and it looks like that.

The guy who was ragging on Miley Cyrus is an idiot. I just had to say that...but anyway, no, her hair is definitely not permed. She probably uses rollers or curling irons. Plus, I know for a fact that she definitely wears extensions, too.
