Those are what I would call loose curls or mermaid waves. All you need is a good curling iron and tons of hairspray. Get a curling iron that has lots of settings (mine has 1-20). For these types of curls, if your hair holds curls easily, you should put it on like 14 and voila.

a 2 inch curling iron would probably do it. with lots of hair spray ofcourse. or getting a loose perm.
