seems easy! neeed lots and lots of gel and hairspray to do the top part. flatten it don and spray it into place. the use clips like in the pics. to hold it in place while you teese and curl the ends. you have to teese it to get it to stand like in the pic.

Get sponge curl rollers that are 1-inch diameter or less. Shampoo your hair and apply some sort of curl enhancing gel or spray while wet. Comb and part your hair as to how you want it to lay when it is dry. Section off your hair beginning with the lower 1-inch section. Roll your hair going under. Continue in sections until you reach the middle of your head. At this point you want the rollers to lay no higher than one inch above your ear. The smaller sections you roll - the tighter the curl will be. If you have a dryer available then begin drying your hair at the root. If it's sunny outside with low humidity then go lay outside and read a book in the sun while your hair dries. Even better - if you have access to a hood dryer sit under for about 45 minutes. It looks as if they played with her curls a bit in order to make them look a little "frizzy". Place your pins or barrettes in place, separate your curls and spray. Good luck, gorgeous!!

when wet hair, dry your fringe to the side so you have a side fringe effect. then straighten and gel down on top

for the bottom parts, put in a bun when its wet and leave to dry, this should give an effect of very messy, or do braids and leave in for a while, when its wet. then curl any extra bits so they odnt hang, get moose and make sure its all stuck together! good luck!
